Governor Newsom has officially signed Assembly Bill 455, a groundbreaking law that strengthens protections for California homebuyers by bringing long-overdue attention to the dangers of thirdhand smoke.
AB 455 requires home sellers to disclose any known residue or history of tobacco or nicotine smoking inside single-family homes. Thirdhand smoke— the toxic chemical residue left behind on walls, carpets, furniture, and surfaces long after smoking stops—can pose serious health risks, especially for children, pregnant people, and individuals with chronic health conditions.
The bill also directs the Department of Toxic Substances Control to update California’s environmental hazards booklet to include a new section on thirdhand smoke. This update will be developed in partnership with the Center for Tobacco and the Environment at San Diego State University to ensure consumers receive accurate, accessible information about this emerging public health issue.
This new law is a significant step forward in keeping families safe, empowering homebuyers with knowledge, and raising awareness about an invisible yet harmful form of tobacco exposure.
